Souter was admitted to the bar and joined a law firm in Concord, New Hampshire. In 1968, he became an Assistant Attorney General of New Hampshire. In 1971, Souter became Deputy Attorney General and in 1976 Attorney General of the State of New Hampshire. During these years Souter to a fault served on the New Hampshire Governors Commission on Crime and Delinquency, the New Hampshire Judicial Council, the Maine-New Hampshire Interstate Boundary Commission, and the New Hampshire Policy Standards and Training Council.
